The State Legislature were concerned that pressures from social media, television and peers were leading young women to feel pressurised to lose their virginity too early, leading to STI outbreaks and unwanted pregnancies.
So the Defloration Act was passed that required every woman, on her 18th birthday, to visit a state operated clinic and have medically trained experts deflorate them in a rigorous, and professional manner.
The women were first restrained, and then partially or fully shaved before inspection to check the hymen was still intact. Whether or not this was the case, medical devices were used to ensure the hymen was fully penetrated and eroded.
To ensure complete openness, every session was filmed and made available publicly online. These were initially broadcast free but by charging a small fee for access the State found they could fund the entire programme and have vast additional resources for similar initiatives.
New programmes being funded and trialled include secure chastity belts for those girls who were found to not have their hymen intact at the inspection. While it was argued that this occurs naturally in many women and does not mean they were being sexually promiscuous, it was judged to be ‘better safe than sorry’.
If a belt was to be fitted then the patient would usually be given orgasms during the treatment, as this would be impossible once the device was in place. They would be required to re-attend the clinic on a monthly basis to have the device checked and be similarly stimulated if the medical professionals felt it was merited.
Many of the medics seemed to feel it was better to stimulate them right to the edge of climax and stop there before refitting the device. No medical reason, just the staff were almost exclusively erotic sadists who loved their work.
